The statements don't clash if the goal is find stocks that will go up, and to buy them as close as possible to the time they begin going up.

The stocks are still going down, so you wouldn't buy them.

But is the Street as a whole is trading the stock as if it is down-and-out, and your due diligence disagrees with that assessment, you would look closely for an upturn as a buying opportunity. Meanwhile, you don't buy it; you may even anticipate lower prices as the last weak holders let go.
