A better question is whether KEP has further to fall. While the stock's getting cheaper, it's not without reason: burdensome debt, upcoming competition (e.g., AES), asset sales (probably good, but indicative of cash crunch), and so on. I think the ADR is trading at a good-sized premium, another reason to consider waiting. A nice panic should squeeze that right out, don't you think?

Kerry, Most ADRs sell at at least a small premium. In the case of Korea, foreign ownership is so restricted that the domestic prices are the odd ones, not the ADRs.
