I can get you on LCI's Difference Plan with Interstate at 9 cent a minute 24 hours a day, billing is by the second after the first minute. Additional incentives are 8 holidays where you get 30 minutes at one cent a minute, a home 800 number where the first 60 minutes are one cent a minute, and a calling card with no "bong" charge and the first 30 minutes are one cent a minute.
