As a matter of fact, the later they switch to DMT the harder it will be for them. Operational issues, platform convergence, ATU-R issues--it all adds up to BEL trying to switch to DMT as EARLY as possible.

imho, CAP will be dead for ADSL in BEL territory by mid-1997.
