Taken collectively, these re-regulatory efforts are a logical but
troublesome outgrowth of a political environment that led last year to the
adoption of tougher children's television rules and the enactment of TV
ratings/V-chip legislation. Moreover, these various politically charged
initiatives could usher in a new era of "public interest requirements" for
the U.S. broadcasting industry that, to date, has flourished based on its
First Amendment right of commercial speech.
