Why didn't Cyrix and AMD design their M1/M2 and K6 devices to fit into a Socket 6 - 486 - device?

Wouldn't that have been better and cheaper for their customers?

Did Intel force them to use the Socket 7?

I understand the FUD with slot 1.
What I really want to know is what does adding 256k of L2 cache to the K6-3 do for the cache on the motherboard. Make it L3? What is the advantage if any to this?
