As far as Africa, what my friend meant was the more that were saved during a famine the bigger the die off in the next. Not only in numbers but also percentages as the food is gone so fast even the strong suffer. I do know about the African dictators and was going to point out the 60s revolutions and Idi Amin but it's still bad today.

China is in crisis. People can get by without many things and also get by with little food but when there isn't enough water to drink, that is a problem. Two of China's major rivers are mere puddles and the water table is now ten times deeper. Most of the water China used for agriculture is now diverted to the cities.
