It may be 21 days or something like that. It may be a law not just the bylaws, but who wants to undergo the expense of fighting this? I certainly have no interest in doing so.

The real problem is they are leaving themselves open to being sued if the stock price now declines which it might due to the split. Hopefully for the company and directors, their errors and omissions insurance kicks in and AIG or Chubb will have to foot the bill. It could perhaps be a class action suit.

But I am only a small shareholder at this point 10,000 shares. I was contemplating establishing a far larger position in the near future but this will most likely keep me out. I have enough investments where I don't trust management so I don't want another.

But it may be that management has not done anything wrong. It might have been a mistake and they might rectify it so let's wait and see.
It is better to let management deal with this before jumping to any conclusions. At this point all I know is that I received my proxy too late to vote it in a timely manner.
