Zeev, I don't think insider activity is a very precise indicator of future price action.

But I have even greater doubts about insiders actually investing or spending a large percentage of their own money in their company stocks.

I would be amazed if even 2 or 3 % of insiders have invested 25% of the money they have made off their stock options in buying their company stock in the open market. It just doesn't work that way.

(There are some companies that have special plans that require insiders to own certain levels of their stock compared to their salary levels, but that doesn't meet your simple test.)
