So why don't you start shorting? Why did ITKG go down after announcing their first contract? The answer is the investing public does not see ITKG being worth more than it is currently trading at. IAS has value. The world commercial rights are worth much more than the military rights. This is why IAS is trading double that of ITKG. I would love to see ITKG's financials when they come out. Maybe this is the reason for their poor stock performance. Time will only tell.
