Agreement

SOUTHBURY, Conn., June 15 /PRNewswire/ -- Paragon Networks International announced today that they have signed a
contractual agreement with QUALCOMM Incorporated (Nasdaq: QCOM - news), a leading provider of CDMA wireless
solutions.

Paragon Networks International will develop new technology as well as design and manufacture base station transceiver (BTS)
digital network backhaul equipment for use in QUALCOMM's CDMA-based wireless networks. The agreement is a
multi-year contract and has a projected value of over $8 million dollars.

The agreement gives QUALCOMM access to Paragon's innovative wireline backhaul and transmission design capabilities.

''Paragon Networks has proven its ability to provide cost-effective digital transmission solutions for the unique needs of the
wireless network service provider,'' said Dr. Houtan Dehesh, QUALCOMM's vice president of technology. ''Integrating
Paragon's capabilities with QUALCOMM's CDMA infrastructure products will enable our customers to deploy cost-effective
advanced backhaul solutions within their CDMA networks.''

Reini Florin, Paragon's vice president of marketing, said the agreement will focus on simplifying the transition from wireless to
wireline for service providers. ''Cellular and PCS wireless network designers have traditionally viewed the BTS and wireline
access components as discrete devices. QUALCOMM and Paragon intend to seamlessly integrate these two environments.''
