Of course you can use Insitnet for covering, however, BB stocks are not dynamic, so NASDAQ traders cannot interact from their NASDAQ computers to Instinet. They have to physically use Instinet vs. preferencing INCA from NASDAQ. To have your order reflected on Instinet, just instruct your broker to do so and he or she will.
