Hi Jim,
What they are saying is the Tech sectors are entering areas where they have bottomed out before. NOw is a good time to get lists ready of stocks you want to buy. When you see a sector get to a low level you know once it turns around your opportunity has arrived!
The sectors haven't turned and you must keep that in mind if entering stocks at this point.

"When initiating positions in the technology area, look for stocks that have remained above their bullish support lines, have pulled back and have good chart patterns.
Remember that this is only one hand on the piano and you must check the fundamentals so both hands are playing the piano. "

You need to make sure the stocks you pick, especially if you enter now, have the above criteria. You don't have everything stacked in your favor but you are much better off in some of these sectors as you were two months ago at 60+% levels.
Watch the stop points etc. Be prudent and realize you still have a market declining.
