The government doesn't want people trying to skate by the rules and therefore has a policy on no discussions, no serious looks. It's the government after all and it scares the accounting firms to death to get anywhere near the line. On the investment banking side, I cover transportation and therefore don't have much of a feel for price of takeover. It would likely be anywhere from -5 to +40% from price at the time of announcement depending on nature of currency (stock or cash), recent stock performance of ASND, dilution, recent stock performance of LU (depending on whether stock or cash deal), etc.
