Yes, Alpha has been a supported platform since the first release of NT. What these guys are talking about is that NT is currently a 32 bit OS, so it does not take advantage of Alpha's 64 bit capability. The 64 bit version of NT will change that. Current estimate is 'ahead of merced launch' which is sort of a moving target but probably means late next year or early '00.

Alpha currently runs in 64 bit mode with Unix and OpenVMS.
