TLAB is not a telecommunication infrastructure play, thus its potential addition to the CSCO would be of limited advantage.

It depends on what CSCO wants out of such a deal. TLAB/CIEN would be beneficial to CSCO if it intends to accelerate its core infrastructure push with an emphasis on making optimum use of Layer 1 in its product line without depending on resources of others, but it will do little for the premises-based enterprise space in the short term. Either way, TLABs makes CSCO a tougher company to beat, overall, with a heavy weighting in the longer-haul, higher-capacity transmission department. Maybe in the access market as well, from the edge to the client. But TLABs does little to help CSCO combat LU's on-premises, business systems prowess. CSCO needs to partner with, or acquire, another company for that space, IMO.
