Sorry for not posting this sooner, but the NY Times had a Science Section article on a Russian-US joint venture to launch rockets from platforms in the middle of the ocean on the equator. By being equatorial, the launch would take advantage of both the regular orbit and the faster earth revolution speed. They claim more payload for the buck. Motorola has a big investment in the venture. The platforms are similar to oil rig platforms and are heading towards their station. f
