I think someone's hanging onto the trunk of the tree with a saw.

Not necessarily. I worked in one building, where if you pressed the "down" button during the morning rush, you would ALWAYS get elevator #6 (of eight in the bank). It was programmed that way. During that period of the day, only a single elevator was made available for pickups "against traffic". The others were set up to get downstairs as quickly as possible to pick up the next bunch of people, with no intermediate pickups.

And is probably the case for elevators. Do you want to be in an elevator at midnight when the circuit "burps," only to find that the entire site engineering staff are toasted beyond recognition at a new-millenium party? How fast a response do you think you'll get on that reset? I'll just make sure to be out of the building 10 minutes early. :->

Obviously, the elevator thing is a silly example. The problems are likely to be very short term, centered around midnight. With a little bit of testing, you could be aware of what the problem is, and be prepared to do that post-midnight reset if necessary. (Or just close down the building for the night and deal with it the next morning.)
