If I remember correct, past statements from the company indicated
the machine was originally built for 400gph specs. Upgrades
made to it allow for easy operation between 600-800gph. Since
there has been such a problem getting the permits to operate
at higher capacities, the plan was to summit for 1000gph. When
that was was granted, the plan I believe was to run the unit
at 600-800gph. I don't believe Bill ever intended to run it
at 1000gph. He just wanted the cushion. However once some
capital is realized from operations, Bill might opp. to
upgrade. (My opinion only)

The deals for Bo and Turkey require deposits equal to the cost to construct. Any free cash to GRNO would not be hitting the bank account until after the machines were running and the financing was being re-paid. It appears Bill would need to land deal(s) where everything is paid upfront in order to get the cash to expand S.C.
