I have not seen anything "official" about this. For myself, it came up with Infoseek as the search engine of choice using IE 4.0. When I went there using Netscape, it showed AOL Netfind. Last week, when I went to Start, it came up with Excite. In fact, click on "the internet" menu and select something from the drop-down menu. A random search engine shows up in the left-hand side of the page. One thing you have to remember is that Start is in beta. Microsoft is allowing people to test drive the site and will probably be changing things off and on and you won't even know it. Who knows, maybe this is the week that they test out their integration with Infoseek.

I wouldn't get too excited about this until we see or hear something "official". Here's a ZDNet article that talks about Start and NetCenter:
