I do find it odd that VLSI press releases are very confrontational against Qcom technology.

Of course they are. They are in competition with Qualcomm; they aren't selling through Qualcomm. That doesn't mean that they aren't paying royalties. The same applies to Samsung, Motorola and Nokia. Do you expect all of those companies to say 'No, no. Don't buy our product, buy the superior Qualcomm.'?
