Phil, I suspect that under the new rules, this sequence of events is rather common. The panel vote was just 1 week before the 6 month deadline, so it would be hard to have all of the i's dotted and t's crossed in a week (and I believe that the panel only meets 4 times a year, so by the time they get and review the application, the meeting will usually be just before the 6 month deadline). It's not clear how many or how serious the deficiencies are, but it's actually healthy (for the long term stock price) to get the nervous nellies out.
