Yep. We had similar shenanigans going on in California. I couldn't have expressed it better. Whenever people try to help the little guy, they end up doing the exact opposite.

Papaya King,, excellent post on the S&L robbery... Since this kind of stuff goes on all the time, I would have to assume it is intentional from it's beginning. It becomes a crisis in order to/ and at the point it is converted to the slob's backs...
