What does anything you said have to do whether the Japanese need to borrow in Euros? You are attributing effects to the wrong causes. This is incoherent: The futures exchanges had to remove Japanese banks from the fixing indexes because their funding problems were distorting settlements.

Given the collection of comments you have made, I can tell you represent the mass of sheep being lead around with the emperor's new clothes train. You work in euro markets. What does that mean? Nothing. You don't know any more than the drivelers who give you the pap you believe because it means keeping your job. You're fortunate that you don't have to work for a living. If you tried that, you might see that the world doesn't work in any way, shape, or form that you are suggesting.
