My understanding is that to activate the phone card you will call a TSIS supplied phone number and answer a brief (30 sec to 1 min) survey and then your card becomes activated. TSIS will of course charge GTE, etc for the call. If 15m cards are issued and TSIS gets 50% activation at $.25 per call that is $1.875m gross annual revenues
