They is a natural tension in moving to such a system. The SEC and pulbic would greatly benefit moving to a centralized book, similar to NYSE and AMEX, yet the mm's would be left without a profitable, controlling aspect of their business, the market making side of things.

Also, check into who runs and controls the NASDAQ, who the directors, executives are...It'll give you an idea of the natural tension.
