Carefull TRAV: NASD wants authority to police BB stocks

Ability to halt over-the-counter shares is the issue

The National Association of Securities Dealers may
seek authority to halt trading of over-the-counter shares, as part of its effort
to crack down on fraud in small-company stocks.

''Halts are an effective remedy and it would give us the ability to do
something quickly,'' said Barry R. Goldsmith, an executive vice president at
NASD's regulatory arm.

Currently, only the U.S. Securities and Exchange Commission can stop
trading in shares on the OTC-Bulletin Board, a loosely regulated electronic
quote service operated by the NASD.

The NASD staff is studying whether the association itself ought to be able to
move to stop trading or quoting of OTC-Bulletin Board securities when
NASD suspects those shares are being manipulated, Goldsmith said.

The NASD and SEC both have made a top priority of the fight against fraud
in markets for small, ''micro-cap'' stocks, which officials say are particularly
prone to manipulation.

In a high-profile case, investors lost $2.9 million when Comparator Systems
Corp. executives tried to boost the stock price by inflating the value of the
company's assets, the SEC has charged. Shares of the fingerprint
identification systems maker rose 30-fold during three days in May 1996 --
before collapsing.

The SEC halted trading of 13 stocks in fiscal year 1997.

Among them was Akron-based Interactive MultiMedia Publishers Inc.,
which the SEC is investigating. IMP's share also soared briefly in 1996
before falling sharply and eventually becoming virtually worthless as the
company failed.

So far in 1998, the agency has stopped trading in 12 stocks -- 11 are
OTC-Bulletin Board issues.

Liqplmber, Lots of comedy on the BB today. I especially enjoyed the laughs from Brent's post #899. Then Barry comes along and offers a conspiracy theory and Lonnie supports it all. What a cast!

Auric says, "Greg, why would I agree to a truce when I couldn't care less about what you say. We haven't been thrown off this site at any time (unlike yourself, TRAV, FratMan and LIQ CHRYSTAL VANISH) because we haven't made any personal attacks, nor contrary to your claims, have we lied."

Now let it be know, I did my best to calm the crazed and there was NO interest. Can there be any question about who the insidious one is? I sincerely offered my hand and it was rejected.........

For the record, I've never been contacted by anyone from SI (via e-mail or ANY method) for any reason, let alone, "thrown off the site." Not for a minute! Believe it or not, some of us have a life and spend as little of it as possible on this BB, while still attempting to keep the wolf pack (here on SI) at bay.

Auric, you state that you haven't lied. Well, why not put your money where your mouth is? I'll randomly pick the number 5. If I can PROVE you've lied 5 times on this BB, will you make me an offer like Mr. Travis made you? There are at least 2 lies (and I suspect more) in your single statement above. Since you won't make a deal regarding a truce, maybe you'll make this deal. What do you say?

One other thing I'd like to be know...............I believe in the future of AENG 100%!! Not 99%, but 100%!!! There are many posting neophytes on this BB who wouldn't recognize a revolutionary company if it jumped up and bit them in the rass. I suggest you look back on these posts in a year or so and you too will recognize the comedy inherent in the habitually naysaying posts. The laughs are never ending....................and the beat goes on...........
