British telecom (BTY) has been mentioned in the past. Pair technology was seen as a good partner, due to the heavy use of copper phone lines in the UK.

It could be a broad list. For starters the large telco equip companies that don't have HDSL penetration, like Lucent, Alcatel, NT, etc. Independent physical layer companies like Tellabs, ADC, ECI all might have interest. Networkers attempting to move into infrastructure like CSCO and COMs. And foreign firms that want an access entre to US ILECs like Ericsson, Seimens, Nokia, Fujitsu and NEC.

The list could go on. But what is clear is PAIR's appeal as an entrenched market leader.
