John,

Short sales are made on a up-tick(Last sale made at a higher price than the preceding),then u may short, or if the last sale price is unchanged but higher than the last preceding different sale.

Also if shorts saw the price rising on the stock they may cover and but back the shorted stock, then cycle continues with the first example.
