Everybody Hurts

Outcries from Congress and advocates for the homeless scuttled a plan by the Dept. of Health and Human Services to shift $7 million from a program serving homeless youth into the agency's year 2000 project. Instead, HHS will now take a smaller percentage from a larger number of programs, including those dealing with child care and education, child abuse and neglect, and child welfare.

All told, HHS will skim more than $47 million in 1998 and about $61 million in 1999 from various programs for its year 2000 work, which will total nearly $290 million.

The Office of Management and Budget recently cited HHS as one of the agencies with the worst performance on Y2K compliance.
