There were only four top seeds, and not one per group. They were seeded that way to lead to possible semi-final meetings.

The questions were, "How do the groups get determined?, and what determines who plays in those groups?

In the past, the host nation and the current champion are automatic "heads of groups"

In the past there were 4 groups (until 1982), in this Cup there are eight groups. (of four each)

As far as I know, the host country (France) and the current champion (Brazil), become automatic heads of groups, that leaves us with six other "heads" to select. Either way, it is a process of "random selection".

In the past, and as far as I know, the selection is made by drawing, (at this point FIFA and/or the organizing committee may influence the "heads of group" selection, with the reminder of the groups being the result of a draw.

Therefore, bar a better answer, mine is correct.

I have never heard of "seeding" in soccer, that is done in Tennis, you know, the sport that is played by prima-donnas and spoiled brats....
