Greetings John
In order for the co to raise funds for old or new projects in will
needs to be trading free and clear.Without the co trading cash can
not be rasied and thus for a co plundered by its old board cannot
do any bussines as how can uou sell shares in a publicly traded co
that is not trading and is thus without value .
As for cartier its the same co only the name has changed and
cannot trade or do bussiness under cartier until the npa halt is lifted
