Saudis.>> Iraq is still the second largest as they've been exporting oil via trucks across the Turkey border on the black market. The U.S. is aware of it as are European leaders who have chosen to look the other way. the lifting of sanctions will not increase the supply of oil. this fact has already been priced into oil.
