New health and environmental regulations have created product opportunities across the chemical industry. Napier are set to take major market share with their new safe products for paint stripping and surface preparation.

Napier International Technologies announced the first of its newly developed biodegradable paint release agents in June of 1996. This followed moderate success in production and marketing of chemical treatments for the lumber industry. So as to concentrate on the continued development and marketing of its paint release agents, Napier has licensed its lumber treatment to Diacon Technologies Ltd who will manufacture and distribute Napier's proprietary anti-stain chemicals.

In August 1997, Napier was able to announce that its paint release agent SV-35 had passed tests for use in paint removal from aluminum surfaces and high strength steel components as specified by McDonnell Douglas. The following month the product also passed the Boeing requirements for paint stripping.

Napier's product lifts the paint by destabilizing the bond with the substrate. The paint will usually lift off within 20 - 30 minutes after treatment is applied. The product is so environmentally safe that there is no longer a requirement for workers to use protective clothing and breathing apparatus. When compared with the use of the traditional paint stripper most commonly used, Methyl Chloride, which requires breathing equipment to be worn, burns skin on contact, is carcinogenic, damages the ozone, etc. the advantages of the use of SV-35 are enormous. Because the product is so safe in application and will work in ambient temperatures over 55oC, increasing in efficacy with increased temperatures, application permits other workers to have access to the work site during the stripping process. This can be particularly advantageous in, e.g. the aviation industry where internal refurbishment and mechanical maintenance could run concurrently with the stripping process.

The manufacturing process and the chemical formulation for SV-35 are protected by a United States Patents and Trademark Office patent issued in April 1998. The award of the patent comes at a time when the US government has begun the phase out of the use of methyl chloride which will be completely regulated out of use by August 1998.

In industrial trials SV-35 performed the most efficiently out of all the environmentally acceptable chemical paint removers. This is an especially good result for the refurbishing industry as SV-35 is one of the few products that require no special protective equipment for workers. Napier has already received orders and repeat orders from over 75 clients.

In the marine industry, applications include stripping hulls of vessels of all construction materials, including fibreglass where the top layer gel coat is usually susceptible to chemical paint strippers. The environmental benefits are such that Cove Marina, the most respected coastal marina in the U.S. has granted Napier an exclusive contract for the removal of marine coatings on their premises and is constructing three depainting berths for Napier's use.

On April 21 1998, Napier announced that it had reached an agreement to acquire all of the outstanding shares of Aquasol International Inc. Aquasol has developed and is marketing Aquasol Solution which is an environmentally friendly cleansing solution used to wash metal surfaces prior to painting. The unique properties of Aquasol solution are such that I.C.I. Paint has recently signed a private label agreement to market Aquasol under their own brand name "Hydrosol 700". I.C.I. are currently writing specifications for Hydrosol to be used as a warranty requirement for particular projects and coating applications. The use of Hydrosol will eliminate coatings failures through surface contamination.

Through the association with Aquasol, Napier has entered into negotiations with I.C.I. for a private label agreement to market the SV-35 line. The benefit to I.C.I. of marketing Hydrosol and SV-35 will be that they will be able to substantially control the entire paint refurbishment process. Ron Graham (contracted to I.C.I.) stated, " The amalgamation of Napier's SV-35 environmentally friendly chemical strippers, the environmentally advantaged Aquasol cleansing solution and I.C.I.'s expertise in coatings and marketing will be the most significant event for the refurbishing industry in recent history."

Aquasol also has a strategic relationship with Brandt Wadeco who has licensed a process patented by Aquasol for the removal of salts and hydrocarbons from produced sands and oil based drill cuttings. The Aquasol process will also have significant application for the remedial cleansing of contaminated sands.

Napier is currently planning to build plant for production of its chemicals. Investors in Napier stand to benefit from the potential upside of the strategic relationships which the company has already built and the continued developments of those relationships and fresh partnerships as they impact on the value of the company.
