No seeding, that is for Tennis and the like...(like Agriculture, corn, beans etc. etc.)

I have a small question regarding the "heads of groups":

How do the "heads of groups" get selected? There are 8 groups, and I know that at least the Host nation (France) and the defending Champion (Brazil), are heads of groups, so what about the other six?
