Visx will probably not have to go through three phases of clinicals. The first phase is to show safety, which they have already done with myopia. The second phase is to show efficacy and to provide data showing that the procedure warrants moving into testing on a larger population of subjects where they can access long term efficacy. My guess is that they will only have the equivalent of Phase III. This could probably be completed in the timeframe that was stated.

Secondly, the CEO of Laser Vision Centers would not have made the statement unless they are very confident in it actually happening. As anyone in the medical device business knows, predicting when the FDA takes an action is usually wrong. He would not have made a public statement like that unless they have some reason to believe it's true.
