Doug, Not really, Tellabs was competing with Alcatel and LU starting from 1990 on the SONET cross-connect product and won 40% of market share ever since. Who says that they can't compete with the bigger players? As a matter of fact, being small and nimble is one of their strength. I worked for Tellabs two years ago for 1 1/2 years on their TITAN 5500 5.0 release and now I'm working for LU on their ATM switches. I can tell you that Tellabs is a lot leaner in terms of man-power utilization and also is higher in productivity. However, Tellabs has lost quit a few people to LU but the majority of people are still there because of the Tellabs' generous stock options plan.
