Assuming that MSFDC gets an exclusive contract with a major bank, which is unlikely to happen since MSFDC will not have a 'Pay Anyone' product until late 99' at the earliest. Banks will require MSFDC to have a 'Pay Anyone' product before they sign any contract that cuts CF out of the picture.

I don't think it's in CF's benefit to do this. Right now CF controls the distribution network, and if a biller wants to use CF's distribution network, they will have to deal with CF and not MSFDC. If the biller does not want to use the distribution network they may have problems with consumers adopting electronic bills.
