I'm sure in some cases CF has an exclusive contract with the biller, and if they don't, they may have barriers in the contract to prevent the biller from being the consolidator. A good contract lawyer can make all the difference in the world.

If MSFDC was the originator of the e-bill and was trying to pass it through IBS to get into the CF distribution network, this would most likely violate a contract, and just be too costly for MSFDC.

T: You and Benny have hit on one of the major obstacles in bill presentment. Take the problem a step further and assume you have a problem or question with one of your bill payments, so you call your bank's customer service department. How is the rep you talk to going to be able to assist you if there are multiple consolidators and payment systems. Does the bank build two interfaces, one to CKFR and one to MSFDC so they can trace the payment? Even if the bank does that, which is unlikely, how will the poor rep know which system to look into?

CKFR has seen this problem coming and has designed and is working on a solution. It is called the "Biller Originated Signaling System" or BOSS. It is an infrastructure type messaging spec that enable a bill to be tracked from the time it is published to the time it is sent to the consumer to the time when the consumer views it, pays it, and it posts at the biller. It is just another example of how CKFR is ahead of everyone that is vying to be a player in this space.
