Absolutely. But Win98 is a critical short term step for MSFT that is looking more like a misstep. Not a bad one, but a misstep nonetheless.

Those who are using application packages for Win95 can't move to Win98 until the new application versions (for Win98) are developed and released. Then they'll have to go through the expensive application upgrading, testing, and patch applying procedures in addition to the Windows upgrade. This would be much easier for Oracle Application Release 11 users since Release 11 is on NCA.
This shows again the advantage of NCA.
