I don't know about drilling new holes, but Aggie's salt dome storage
post rang a bell with me. Don't know if the gov't still stores
military strategic reserves that way, but they for sure used to.
And I believe it was crude that was pumped back into depleted wells,
not just proven reserves held in the ground where it was found.

Thought occurred to me awhile back, too...stock up now, while it's
cheap. Doing so, however, would require a government with a long view
and a willingness to spend now for future savings, two unlikely
situations. Or, for all I know, the expense and environmental
concerns might make it financially unfeasable now. Sure has been
done in the past, though.
