Thanks Northforce - another example of governments stuffing things up! If they had had a black, fat, crippled, lesbian, woman, they'd have been thrilled to give him a licence. With capital destruction like this, it's amazing that the USA remains such an economic powerhouse. It just shows what a miserable state the rest of the world is in.

New Zealand's spectrum auction will be to the highest bidder, 25% of the maximum to be bid paid in advance. Further deposits can be made during bidding, but the obligation is on the bidder to get the money there in time! Foreign, local, female or pigmented, all may bid equally.

After the auction, it's cash on the barrel-head and you are in business. 10 or 15 year fully tradeable property rights being sold.

Qualcomm [Ozphone] seems to be continuing the attempt to enter the downstream market which NextWave crashed on.

I haven't read it all, but is worth reading as it explains the details of the FCC created shambles.
