The comment about PCs was in the context of claims that high-end Intel MPUs are "on allocation." Recent market data and complaints from PC makers suggest (at least to me) that sales of PCs (particularly the high-end systems that would use Pentium II 400s) are weak, implying that any problems with MPU supply are probably on the manufacturing side, not the demand side.
