Can't give you the exact date when the catholic church made it official that individual members should be discouraged from reading the bible.Something in my ram tells me it was after Martin Luther broke away to form his own church.

The reasoning given to members is that since every person could interpret the passages in her/his own way, the flock should depend on Rome's official interpretations. The fact that today's bibles were translated from ancient languages and therefore open to debate as to word meanings, etc. was another church explanation for their policy.

My personal belief is that the catholic church found so many contradictions & errors proven by modern science(1600s at the time) that instead of being completely honest with the following & saying "we suspect this book was actually written by humans alone(no divine inspiration)" they simply said "don't worry your dumb little heads--we'll tell you what it means."

At that time, as more & more people attained higher levels of education in science etc., the church was probably challenged in so many ways by well-educated members as to the veracity of bible content, that the decision was made to just put it on a back burner(so to speak).
