As a TCI subscriber in some of the property I own, they'll have to increase their reliability if they want to keep Internet and Phone customers using the cable. Unless the phones and Internet works when the cable tv is down, I don't think they will be able to convince customers that they can rely on communication through the cable.
Furthermore, who's going to pay for rewiring the homes.
I think that AT&T is in for a rude awakening. Qwest on the otherhand has the highly reliable network which consumers may be willing to pay some of the costs of having low cost, high quality and reliability for their phone, data and cable services.
