It might be only one county, but what a county!!!

Los Angeles County ... one of the nation's largest counties with 4,083 square miles, an area some 800 square miles larger than the combined area of the states of Delaware and Rhode Island.

Bald Man, I think you are right. A jump in earnings and a bit of PR hype will probably run this up into the teens before the collapse to less than $5.00 (Could be much less depending on dilution)

As always, timing is everything.
