yea I cheat by loading a preconfigured image. It's just a stunt but it does run in 8 megs. don't try and run any apps though -

This was one of the stunts that cutler pulled to show the smooth degradation in performance of NT as memory dropped, at least until the page fault rate exceeds the small block transfer rate of the disk subsystem. With just the OS running, you will have about 50 free pages, probably a little less than the optimum <g>.
