The difference between and open hole and a cased hole is as follows;

an open hole is just that, the hole left by the drill bit

a cased hole is an open hole that has had cement poured into it, left to dry and redrilled with a smaller drill bit. This "casing" of cement prevents oil and gas vapors from leaking into other orizons. A production engineer can then tap into identified horizons he is interested in for production.
