The electricity shortages in the midwest are being caused by shortages of generating capacity and transmission constraints. I don't believe they'll have much affect on energy prices. They need more power plants not more fuel. Anyway most non-nuclear generating capacity is natural gas or coal. I'd think that there'd have to be a substantial change in natural gas and coal prices before oil would be affected.
