I could be wrong, but....

I think one of the points being made is that most of the contracts within a city are given to companies already located there. While I see this to be true, I also see where ITXX, even if it is a national company, will get to be sub-contracted for much of the technical repair work. The local guys will get paid to lean on shovels and watch.

Keiko: Here in Toronto-- there are several little guys who do this. Several have been bought out by the contractors who do the standard dig & fill way. Is the magic of ITXX that they are big, that they have proprietary technology better than others or that they will be bought?-- and therefore get capital gain that way?
